Securing the Future: Multi-Storey Car Park
New Multi-Storey Car Park
The proposed new car park will be located in the southwest corner of the hospital grounds, where car park 3 is now and will bring numerous benefits. The design incorporates suggestions gathered from local people including larger bays, more accessible parking spaces and electric charging spaces.
The plans have recently been updated to as they were developed in 2024, ahead of those for the hospital. The approach to the hospital plans has evolved since then to include a greater focus on delivering services from community settings, in line with the direction of travel set out in the NHS 10-Year Plan.
The new plans show that the car park will be located in the same place as originally intended, in the southwest corner of the hospital. The design remains similar, but the size of the car park has been reduced to reflect fewer patients coming to the main hospital site for their care, meaning fewer car parking spaces will be needed. This will also help to improve the traffic flow and reduce congestion on the hospital site.
If approved, the car park will include:
- 949 wider parking spaces across 5 levels
- 57 accessible parking spaces and 38 family spaces
- 19 motorcycle spaces
- 136 electric vehicle (EV) charging points for both staff and visitors
- 50 bicycle bays
- Digital signs showing available space
- All areas will be well lit
- Clear routes marked for pedestrians will be provided from the lifts
- An onsite office for car park staff
- Two vehicle entrance and exit points, three lifts and stairways
- Electric vehicle charging points for both staff and visitors
- Easy access to and from the hospital
- Pay machines on the ground floor level
Frequently Asked Questions
Why are you building this first?
We have to ensure there is space for people to park while the new hospital is being built, and a new car park will vastly improve parking facilities for patients, visitors and our staff.
Why do you need a multi-storey car park?
A multi-storey car park needs to be built to ensure patients and visitors have somewhere to park during the construction period. The car park needs to be big enough for the future and work within the limitations of the current site, which is why it is a multi-storey option.
How have people shared their views on parking?
We have listened to people about parking in the past, and another survey, which took place in August 2024, added to the information we already had by asking about the potential new parking provision. The information we received has been fed into our plans you can read more about this on the You Said, We Did page. We sought further feedback from staff, patients, visitors and our communities on the current plans in November and December 2024.
Why have some changes recently been made to the proposed car park design ?
The approach to the hospital plans has evolved since the initial car park plans were developed and will now see a greater focus on delivering services from community settings, including the proposed health hub in Keighley. We will also be delivering more services from other community bases, as part of our plans with health and care partners in Bradford District and Craven.
This will mean fewer people need to come to the main hospital site for appointments and more hospital staff will be working in other locations so there will be less demand for parking. The size of the proposed car park has therefore been reduced to reflect this.
How many spaces will there be in the new car park?
There will be 949 parking spaces in total, including:
- 57 accessible parking spaces
- 38 family spaces
- 136 electric vehicle spaces
- 50 bicycle bays
- 19 motorcycle spaces
Will the car park be built in the same location?
Yes, the car park will be built in the same location as originally planned, in the southwest corner of the hospital on the current P3 car park.
Will the height of the car park change?
No, the overall footprint of the multi-storey car park has been reduced rather than the height so it will still be 5 storeys.
How about the façade of the car park, what will that look like?
The façade will look similar to the original design, featuring a laser cut pattern that reflects the surrounding nature of the hospital. This design is in response to feedback from the pre-planning consultation about the enabling works held in 2024.
The change that has been made to the design is that rather than being a solid façade, ‘breaks’ will be put in the cladding to provide natural ventilation.
How many entrances and exits will there be to the car park?
There will be two vehicle entrance and exit points, three lifts and stairways.
What happens if the health hub in Keighley does not go ahead?
The plans for the new hospital are based on providing these services in the community rather than on the main site and we have funding agreed for this so are confident it will be achieved.
Will the car park be large enough to accommodate future demand?
The plans for the new hospital and supporting infrastructure are based on extensive modelling of future population increases and health needs. These have been factored into the sizing of the car park as well as the new hospital.
How wide will the parking bays be?
Parking bays will be bigger than the current standards, in line with feedback from patients and staff. The standard car park spaces will be 5 metres long and 2.6 metres wide.
Could you make the car park bigger from the outset in case more spaces are needed in the future?
There isn’t a separate budget for the multi-storey car park; this, along with all the other enabling works, comes from the fixed budget we have been allocated for the new hospital. Building more spaces than we need would mean there is less money available for other important things in the new hospital, and we don’t feel this would be the best use of public money
If more spaces were needed in the future, there is flexibility within the site plan to creating more surface car parking spaces in areas that have not been allocated for building the hospital. As well as offering more flexibility, this would be significantly cheaper than providing spaces in the multi-storey building.
Is anything else being done to reduce traffic to the hospital site?
The Trust is developing a travel plan to help reduce traffic to the site and promote other forms of transport, which is expected to reduce the need for parking further.
What will happen about paying for parking? Will permits be scrapped and parking be free for staff?
There are no changes planned to the current policy of patients, visitors and staff paying for parking. People will pay for parking when exiting the car park and there will be pay machines on the ground floor level towards the direction of the hospital.
How will security in the car park be managed?
There will be security on site with CCTV coverage of the car park at all times. All areas will be well lit.
When will a planning application be submitted?
We have submitted a planning application for the multi-storey car park and access road to Bradford Council, and we are expecting the outcome soon.
